Declares that parental liberty to direct a child's upbringing, education, and care is a fundamental right under Indiana law.

Prohibits governmental entities (state, state agencies, political subdivisions, and their agencies) from infringing on parental rights without demonstrating a governmental interest of the highest order that cannot be otherwise served.

Applies to all state and local laws, rules, and ordinances enacted before, on, or after July 1, 2014, unless explicitly excluded.

Statutes enacted after July 1, 2014, are automatically subject to these parental rights protections unless they expressly reference and exclude this chapter.

Effective date: July 1, 2014.
