Grants Indianapolis-Marion County and second class cities expanded home rule powers to reject statutory restrictions and adopt local ordinances instead, effective July 1, 2014.

Allows covered units to impose special assessments, income taxes, ad valorem property taxes, create special taxing districts, establish alcoholic beverage permit quotas, and conduct local public questions without specific statutory authorization.

Permits covered units to file for bankruptcy protection under Chapter 9 of the federal bankruptcy code as complete statutory authority for that action.

Prohibits covered units from rejecting specific statutes including those governing courts, elections, indebtedness limits, hospital administration, land use/zoning, property assessment, eminent domain, public records access, fire and building safety, and public employee pensions.

Maintains restrictions on local government powers including conditioning civil liability, regulating private civil actions, imposing duties on other political subdivisions, and prescribing criminal penalties.
