Designates the office of the secretary of family and social services as the single state agency for administering Indiana's Medicaid program, replacing the previous designation of the office of Medicaid policy and planning.

Specifies that the office of Medicaid policy and planning develops and coordinates Medicaid policy for Indiana under the direction of the secretary of family and social services.

Repeals IC 12-8-6.5-3, which previously designated the office of Medicaid policy and planning as the single state agency for Medicaid administration.

Amends IC 12-15-13-0.4 to clarify that "office" in the Medicaid chapter includes the secretary of family and social services rather than solely the office of Medicaid policy and planning.

Effective upon passage, with an emergency declaration issued for the act.
