Requires INDOT to adopt guidelines by July 1, 2015 for street design that enable safe, comfortable, and convenient access for all users, considering ages and abilities of roadway users, modes of transportation, and safety.

Mandates INDOT contracts entered after December 31, 2014 include requirements to comply with complete streets guidelines for planning, design, construction, reconstruction, or improvement of state highways and roadways.

Allows INDOT to exclude projects from complete streets requirements if pedestrian or nonmotorized usage is prohibited by law, if costs are excessively disproportionate to benefits, or if there is demonstrated lack of present or future need.

Requires INDOT to incorporate complete streets guidelines into the department's approved design manual by July 1, 2015.

Mandates INDOT report to the general assembly by November 1, 2015 on implementation progress, then annually through December 31, 2020 on the number, type, and status of complete streets projects.
