Requires every person arrested after June 30, 2014, for burglary, residential entry, a crime of violence, or a sex offense to submit a DNA sample to the arresting law enforcement agency.

Permits DNA sample expungement if the person is acquitted of all felony charges, all relevant charges are dismissed, or no charges are filed within 30 days of arrest.

Requires arresting officers to inform persons of their right to DNA expungement and provide them with an expungement form; allows expungement without a court order.

Increases the DNA sample processing fee from $2 to $4 per criminal offense or violation.

Allocates $500,000 semiannually to the DNA sample processing fund and adjusts fund distribution percentages to support DNA database collection and analysis.
