• Establishes that theft of property valued at $750-$50,000 is a Level 6 felony, and theft of firearms is automatically a Level 6 felony regardless of value.

• Creates criminal transfer of a handgun offense (Level 5 felony, Level 3 if used to commit murder) for knowingly transferring handguns to individuals ineligible to purchase them or who intend to commit crimes.

• Establishes straw purchase of handgun offense (Level 5 felony, Level 3 if used to commit murder) for purchasing handguns with intent to resell to ineligible persons or those planning crimes.

• Creates new criminal transfer of firearm offense (Level 5 felony, Level 3 if used to commit murder) for providing any firearm to ineligible individuals or those intending to commit crimes, with NICS background check defense available.

• Provides firearm enhancement sentencing of 5-20 additional years imprisonment for persons convicted of certain felonies (murder, kidnapping, criminal confinement) who knowingly or intentionally used a firearm in commission of the offense.
