Amends zoning ordinance certification requirements for metropolitan development commissions, allowing zone map change proposals to be certified regardless of whether the commission provides a favorable, unfavorable, or no recommendation (effective July 1, 2014).

Modifies the zoning appeal process for metropolitan areas by allowing legislative body members representing the district where property is located to appeal board of zoning appeals decisions concerning use variances that affect only property outside excluded city boundaries.

Changes the standard for metropolitan development commission review of zoning appeals from affirming decisions unless two-thirds vote to deny to requiring a two-thirds vote to overturn board decisions.

Requires the metropolitan development commission to give strong consideration to the first continuance request filed by a legislative body member in zoning appeals hearings.

Extends judicial review restrictions to prevent designated officials and legislative body members from seeking judicial review of board of zoning appeals decisions if they file an appeal to the metropolitan development commission.
