Amends Indiana Code IC 15-11-2-6 to establish state policy of conserving, protecting, and encouraging development of agriculture, agricultural businesses, and agricultural land for food, fuel, fiber, and other products.

Requires Indiana Code to be construed to protect farmers' rights to choose among all generally accepted farming and livestock production practices, including use of evolving technology.

Directs the department to promote agricultural business growth by assisting with permit processes required to conduct business in Indiana.

Directs the department to serve as liaison between agricultural businesses, state agencies, and local units of government.

Effective July 1, 2014.
