Amends the definition of "meeting" under Indiana's open door law (IC 5-14-1.5) to include gatherings occurring by electronic means, including electronic mail.

Electronic mail communications between members of a governing body now qualify as "gatherings" for purposes of prohibiting a majority of a governing body from holding a series of gatherings to take official action on public business.

Modifies IC 5-14-1.5-3.1 to clarify that members attending gatherings by telephone or other electronic means are counted as attending, but explicitly excludes electronic mail from this counting provision.

Applies to all public agencies, including state agencies, local governments, school corporations, and other entities subject to Indiana's open meetings law.

Effective date: July 1, 2014.
