Amends IC 20-31-8-5.4 to change the expiration date of emergency rules concerning school improvement categories or designations from November 15, 2014 to December 19, 2014.

Emergency rules adopted by the state board of education expire on the earlier of December 19, 2014, or when a superseding rule becomes effective.

Requires the state board to establish new categories or designations of school performance based on individual student academic performance and growth to proficiency, not peer comparisons.

Requires the state board to report proposed new categories or designations to the general assembly in electronic format before beginning the rulemaking process.

Effective date is July 1, 2014.
