Requires the Commission for Higher Education to develop a base funding plan for the 2015-2017 biennium in collaboration with one representative from each of 10 state universities and regional campuses plus Ivy Tech Community College and Purdue's regional campuses

Base funding plan must identify and clearly define all formula variables and cannot be based on 2013-2015 biennium funding levels

Plan must acknowledge that it represents only one part of state support, that institutions may experience funding increases or decreases, and that transition recommendations are necessary for institutions receiving lower funding

Representatives from participating institutions must approve the plan by majority vote before December 31, 2014

Commission cannot recommend any funding plan to the governor and general assembly unless it has been approved by majority vote of the institutional representatives
