• Urges the legislative council to assign an appropriate committee to study statewide standards for sewage disposal systems, including septic tanks and related facilities and devices during the 2014 legislative interim.

• Requires the committee to study sewage disposal systems using alternative technologies that offer performance superior to traditional sewage disposal systems.

• Mandates the committee issue a final report with findings and recommendations in electronic format to the legislative council no later than November 1, 2014.

• Takes effect upon passage and expires December 31, 2014.
