Makes it a Class C misdemeanor for persons regulated under air pollution control laws to knowingly violate air pollution control rules or knowingly fail to file documents or maintain records required by the federal Clean Air Act.

Makes it a Class C misdemeanor for persons regulated under water pollution control laws to willfully or recklessly violate water pollution control rules or negligently violate permit conditions or permit filing requirements.

Elevates violations to Level 6 felonies if they result in damage rendering the environment unfit for human or vertebrate animal life, and to Level 5 felonies if they result in death of another person.

Establishes mandatory minimum fines ranging from $5,000 to $100,000 per day of violation depending on offense severity and prior conviction history.

Applies penalties regardless of whether electronic submissions or paper documents are used to accomplish the violations.
