• Requires recyclers and related entities (recyclable materials brokers, composting facilities, waste tire processors, resource recovery facilities, waste-to-energy facilities, and solid waste disposal facilities with recycling) to submit annual recycling activity reports to the Department of Environmental Management's commissioner before August 1 each year, beginning in 2015.

• Allows recyclers to submit either one annual report by August 1 or quarterly reports (July-September, October-December, January-March, April-June) instead of a yearly report, with the first quarterly report due by October 1, 2014.

• Requires the commissioner to post a uniform recycling activity report form on the department's website by July 1, 2015, with specific reporting requirements for 16 categories of recyclable materials including quantities in storage, transported to other entities, and energy production data.

• Permits recyclers to estimate recyclable material weights by converting volume to weight based on material density rather than requiring direct measurement.

• Requires the commissioner to submit a written annual summary report to the Environmental Quality Service Council by December 31 each year summarizing all recycling activity data received, with the first report due by December 31, 2015.
