State board must adopt Indiana college and career readiness educational standards by July 1, 2015, meeting national benchmarks, federal flexibility waiver requirements, and maintaining Indiana sovereignty.

State board shall authorize the department to administer either ISTEP or a comparable assessment program aligned with adopted standards for school years beginning after June 30, 2016.

Before adopting educational standards or authorizing assessment programs, the state board must submit proposed standards and programs to the budget committee for review.

State board must establish policies and procedures to protect confidentiality of student data, restricting access to authorized department staff, school personnel, students, parents, and authorized state agencies as required by law.

State board must submit annual reports to governor and general assembly concerning security of student data, including proposed new data types, changes to data collection, exceptions granted for data transfer, and results of privacy and security audits.
