Office of the secretary of family and social services must contract for an evaluation of services available to individuals with intellectual or developmental disabilities and mental illness or addiction by July 1, 2014, with costs not exceeding $75,000.

Evaluation must assess availability of clinical, educational, and support services; least restrictive care options; 24/7 service availability; emergency and respite services; crisis prevention plans; provider coordination; and barriers to service provision.

Contractor must maintain confidentiality of individually identifiable health information obtained from state agencies and service providers, with restrictions on sharing and requirement to destroy information upon conclusion of evaluation.

Contractor must report findings and recommendations to the commission on developmental disabilities by October 1, 2014, including methods to improve service availability, link service systems, and develop accountability and outcome measures.

Section expires July 1, 2015.
