Designates the northwest Indiana law enforcement academy and its board of directors as a criminal justice agency effective July 1, 2014.

Specifies that the academy is a board certified training center.

Grants the board of directors all duties and privileges of a police agency, including the ability to appoint police officers through its executive director.

Authorizes the board to establish rules, policies, and procedures for internal organization, including prescribing a distinctive uniform and designating emergency vehicles.

Permits the board to undertake investigations according to the purposes of the criminal justice chapter.
