SB 263 Summary

• Creates three new driving permits for Indiana residents unable to provide proof of identity and lawful U.S. status: driving authority permits, probationary driving authority permits, and driving authority learner's permits.

• Permits cannot be used for federal identification or federal purposes and must display a statement indicating this limitation on the permit face.

• Holders must maintain required financial responsibility (insurance) on any vehicle they operate as specified in IC 9-25-4.

• Applicants must submit a valid individual taxpayer identification number and verification of identity and Indiana residency; young applicants must complete supervised driving hours similar to standard learner's permit requirements.

• Effective July 1, 2014, with associated fee structures ($2-$9 depending on permit type and age) and conforming amendments to existing driver licensing statutes.
