Establishes requirements for annexation agreements executed and recorded after June 30, 2014, between municipalities and real property owners where consideration includes agreement to annexation or non-remonstrance.

Requires agreements to be signed by property owners directly or by at least two representatives, including at least one appointed from the property owners and named in a remonstrance or court petition/motion.

Mandates agreements be recorded with the county recorder after execution, and if a remonstrance has been filed, only after court approval.

Requires the date of each signature to be written next to the signature on the agreement.

Exempts contracts between municipal works boards and property owners concerning sewer construction and installation; effective July 1, 2014.
