Amends Indiana Code provisions governing the choice scholarship program, effective July 1, 2014

Establishes scholarship amounts for eligible students based on household income: 90% of state tuition support for those qualifying for federal free or reduced lunch, and 50% for those at 150-200% of that threshold (with expanded 200% threshold for certain individuals)

Sets maximum scholarship amounts for grades 1-8: $4,800 beginning after June 30, 2014 (increased from $4,700 previously)

Allows choice scholarship students eligible for special education services to receive those services at a public school corporation while maintaining scholarship funding, and prevents public schools from counting such students in special education funding calculations

Clarifies that choice scholarship students receiving special education services through their eligible school do not trigger a public school's obligation to provide those services, while preserving all protections under the federal Individuals with Disabilities Education Improvement Act of 2004
