Establishes that elected school board members in most Indiana school corporations shall be elected on a partisan basis beginning after December 31, 2014, allowing candidates to be designated with party affiliation on ballots.

Exempts school corporations in counties with populations exceeding 250,000 and those governed under specific statutes (IC 20-23-12, 13, 14, 15, 17, 17.2, and IC 20-25) from partisan elections, requiring them to continue nonpartisan elections.

Defines "nonpartisan basis" as elections where candidates are elected without party affiliation or designation, and "partisan basis" as elections where candidates may be designated with a party affiliation.

Updates primary and general election ballot procedures and office placement requirements to accommodate school board offices elected on a partisan basis, treating them similarly to other partisan local offices.

Makes conforming technical changes to election codes and vote-counting procedures to reflect the shift toward partisan school board elections, effective July 1, 2014.
