Increases Native American Indian voting members on the commission from 6 to 8, each representing a different geographic region of Indiana.

Replaces the commissioner of the department of correction with the state archeologist or designee as a voting member.

Replaces the commissioner for higher education with the director of the Indiana criminal justice institute or designee as a voting member.

Replaces the secretary of family and social services with the director of the civil rights commission or designee as a voting member.

Removes the position of commissioner of the department of workforce development and adds two at-large members appointed by the governor.
