Establishes the Hoosier Military Women and Women Veterans Program within the Indiana Department of Veterans' Affairs, effective July 1, 2014.

Designates a coordinator to administer the program under the director of veterans' affairs, responsible for overseeing all program activities.

Defines "military women" as women serving on active duty in U.S. armed forces and "women veterans" as women who served in U.S. armed forces and were discharged under conditions other than dishonorable.

Program duties include performing outreach to increase awareness of federal and state veterans' benefits, assessing needs of military women and women veterans, reviewing relevant programs and research, and making recommendations to improve benefits and services.

Authorizes the Department of Veterans' Affairs to adopt rules under Indiana Code 4-22-2 to implement the chapter.
