Increases the civil penalty for pipeline safety violations from $25,000 to $200,000 per violation per day that the violation persists under IC 8-1-22.5-7.

Increases the maximum civil penalty for any related series of violations from $1,000,000 to $2,000,000.

Applies to persons engaged in transportation or who own, operate, or lease pipeline facilities.

Changes align Indiana law with similar federal pipeline safety provisions.

Becomes effective upon passage with an emergency declaration.
