Urges the legislative council to assign a study committee during the 2014 legislative interim to examine authorizing counties, cities, or towns to collect law-enforcement run fees from property owners when officers are dispatched to the property multiple times within a year to investigate alleged criminal activity.

Requires the study committee, if assigned, to issue a final report to the legislative council by November 1, 2014, containing findings, recommendations, and any proposed legislation on the topic in electronic format.

Becomes effective July 1, 2014, and expires December 31, 2014.
