Defines "serious sex offender" as a person required to register as a sex offender who is either a sexually violent predator or convicted of specified sex crimes including child molesting, child exploitation, child solicitation, child seduction, possession of child pornography, sexual misconduct with a minor, and related offenses.

Makes it a Level 6 felony for a serious sex offender to knowingly or intentionally enter school property (unlawful entry by a serious sex offender).

Entitles serious sex offenders to vote by mail and requires circuit court clerks to notify at least 60 days before an election those with polling places on school property of the criminal penalty and alternative voting options including mail ballots, satellite offices, clerk's offices, and vote centers.

Requires the Department of Correction to inform serious sex offenders at discharge that entering school property is a Level 6 felony and inform them of available voting options.

Authorizes circuit court clerks to provide transportation to serious sex offenders to facilitate voting at clerk's offices, satellite offices, or vote centers.
