Increases penalties for contractors and subcontractors who fail to pay common construction wages to illegal aliens from Class B misdemeanor to Class A misdemeanor if the violation involves knowing or reckless disregard that the alien is in the United States illegally.

Increases penalties for employers who violate minimum wage laws involving illegal aliens, escalating violations from Class C infraction to Class B infraction, Class C misdemeanor to Class A misdemeanor depending on prior offenses and knowledge of illegal status.

Provides that a federal immigration agency determination that an alien is in the United States illegally creates a rebuttable presumption of illegal status in enforcement proceedings.

Requires forfeiture of construction contracts and cessation of all state or municipal payments on contracts where contractors commit prior wage violations involving illegal aliens.

Defines "alien" by reference to federal law (8 U.S.C. 1101(a)) and establishes "federal immigration agency" definition throughout affected labor and wage statutes.

Effective July 1, 2014.
