Establishes an interim study committee on juvenile justice composed of 8 members of the general assembly: 2 senate members appointed by the president pro tempore, 2 by the senate minority leader, 2 house members appointed by the speaker, and 2 by the house minority leader.

Committee chairperson shall be appointed by the chairman of the legislative council before August 1, 2014.

During the 2014 legislative interim, the committee shall review and study: Indiana's juvenile detention alternatives initiative (JDAI), recent U.S. Supreme Court decisions on juvenile justice, risk assessment techniques, restorative justice principles, law enforcement training for juveniles, mental health services availability, juvenile court judge education, racial and ethnic disparities in the juvenile justice system, and juvenile indigent defense availability.

Committee must submit findings and recommendations to the legislative council in electronic format before November 1, 2014.

Effective July 1, 2014 and expires July 1, 2015.
