Amends Indiana Code IC 16-38-4 to add visual impairments to the definition of "birth problems" for purposes of reporting to the birth problems registry.

Adds a new section (IC 16-38-4-6.5) that defines "visual impairment" to include 33 specific conditions, such as cataracts, glaucoma, retinoblastoma, optic nerve hypoplasia, and strabismus.

Visual impairments must be recognized in a child after birth and before the child becomes three (3) years of age to qualify as reportable birth problems.

Effective date is July 1, 2014.
