Adds IC 10-19-11 to establish a new licensing program for unmanned aerial systems (UAS) operators, including drones, radio control aircraft, remotely piloted vehicles, and unmanned aerial vehicles.

Requires the division of preparedness and training within the Indiana department of homeland security to develop and administer the UAS operator licensing program.

Program must include a weight-based classification system for UAS, fee structure for licenses, application and verification process, technical guidance, and criteria for license revocation.

Licenses issued under the program remain valid until revoked or surrendered.

Operating a UAS without a required license constitutes a Class C infraction.

Effective date: July 1, 2014.
