Allows children receiving Child Care and Development Fund (CCDF) voucher payments to continue participation if they meet other federal eligibility criteria under 45 CFR 98.20, unless family income exceeds 250% of the federal poverty level.

Defines "CCDF" as the federal Child Care and Development Fund voucher program administered under 45 CFR 98 and 45 CFR 99.

Appropriates $3,500,000 from the state general fund to the division for making CCDF voucher payments.

Appropriation expires July 1, 2018.

Effective July 1, 2014.
