SB 346 Summary

• Allows Medicaid reimbursement for pharmacists providing medication therapy management services beginning July 1, 2015, to eligible recipients including those with at least 4 medications for 2+ chronic conditions, diabetes, chronic pain, recent hospital discharge, anticoagulant therapy, or referrals from prescribers.

• Requires pharmacists to be licensed under IC 25-26, have a Medicaid provider agreement, complete an approved medication therapy management education program with clinical and didactic components, and work under a protocol or collaborative agreement with a physician.

• Mandates the office of Medicaid policy and planning identify target recipients for enrollment at least quarterly, with reimbursement separated from prescription drug payment and including both service fees and quality care incentives.

• Requires establishment of an 11-member medication therapy management advisory committee by August 1, 2014, to advise on implementation and administration of services.

• Directs the secretary to determine Medicaid cost savings and patient quality of care improvements by June 30, 2017, and report findings to the general assembly.
