Accelerates consequences for schools in the lowest accountability category by applying interventions after the first and second years instead of the third and fifth years following initial placement.

Requires schools to become turnaround academies in the third year of remaining in the lowest category, with the state board directing the department to seek a lead partner or turnaround operator during the spring semester of the second year.

Mandates the state board determine by December 31 of the fifth year of intervention whether a turnaround academy will return to school corporation operation, convert to charter school status, or implement a new intervention.

Requires the state board to hold public hearings before making final determinations regarding turnaround academy status and allows schools converting to charter status to continue using school facilities.

Effective July 1, 2014.
