Expands Medicaid eligibility effective July 1, 2014, to include persons described in 42 U.S.C. 1396a(a)(10)(A)(i)(VIII), with the office required to take necessary implementation actions.

Requires the Department of Insurance to create a state health benefit exchange in accordance with the broadest powers provided under the federal Affordable Care Act.

Mandates the legislative services agency prepare legislation for introduction in the 2015 regular session to make statutory changes required by this act, with this mandate expiring December 31, 2015.

Takes effect upon passage and declares an emergency for the act.
