Establishes the traumatic brain injury task force within the office of the secretary of family and social services, with at least 16 members appointed by April 15, 2014.

Task force membership must include at least 50% individuals with brain injuries or their family members, no more than 30% state agency representatives, and representatives from professionals, veterans groups, the Brain Injury Association of Indiana, and minority and rural populations.

Requires task force to develop a comprehensive statewide plan addressing brain injury services before November 1, 2014, and submit annual reports to the General Assembly and Governor beginning November 1, 2015.

Statewide plan must include priority listing of needed services, feasibility analysis for creating a permanent chronic brain injury division, recommendations for a brain injury account, provider training improvements, and a public awareness campaign.

Takes effect upon passage and declares an emergency for the act.
