Requires the state department of health to seek authorization from the U.S. Environmental Protection Agency to administer and enforce Indiana's lead-based paint renovation, repair, and painting program.

Establishes requirements for training and certification of renovators, renovation workers, dust sampling technicians, and renovation firms under federal standards in 40 CFR 745.324 et seq.

Mandates work practice standards for lead-based paint activities and requires all such activities be conducted by appropriately certified contractors.

Directs the state to plan, design, and develop infrastructure and government capacity to effectively implement the state program before submitting the EPA authorization application.

Effective July 1, 2014; amends Indiana Code sections IC 16-18-2-316.2 and adds new Chapter IC 16-41-39.9.
