Establishes a nine-member redistricting commission appointed by legislative leaders to create and recommend plans for redrawing state legislative and congressional districts.

Requires the legislative services agency to provide staff and administrative support to the commission and prohibits use of political data (party registration, voting history, election returns) in creating or evaluating redistricting plans.

Sets redistricting standards including population equality (5% deviation for legislative districts, 0.35% for congressional), contiguity, compactness, and minimizing divisions of counties, municipalities, townships, and school corporations.

Mandates the general assembly enact redistricting bills before October 1 of a redistricting year if the state constitution requires legislative district establishment; otherwise the commission's recommendations become the official plans.

Makes it a Level 6 felony for agency employees or contractors to knowingly use political data in redistricting or to solicit others to do so.
