Environmental rules board must adopt rules requiring every county, city, or town solid waste collecting unit to charge households for solid waste collection on a "pay as you throw basis" where fees are higher for larger quantities of waste than smaller quantities.

Solid waste collecting units may implement the requirement by charging fees based either on the number of containers used by a household or the weight of solid waste collected from the household.

Rules adopted under this provision must take effect on July 1, 2015.

Defines "household" as occupants of a dwelling located in Indiana and "solid waste collecting unit" as a unit that collects or contracts for collection of solid waste from households for delivery to disposal or processing facilities.

Bill becomes effective July 1, 2014, with amendments to Indiana Code sections IC 13-11-2 and addition of new chapter IC 13-21-15.
