Converts certain mandatory duties of the Lake Michigan marina and shoreline development commission to discretionary powers under IC 36-7-13.5-11.

Changes the commission's reporting requirement from mandatory biennial reports (at least once every two years) to optional reports to the governor and legislative council.

Maintains the commission's discretionary authority to identify properties, prepare environmental master plans, establish grant guidelines, coordinate implementation, and monitor progress.

Preserves the commission's discretionary powers regarding marina development, including preparing marina plans, recommending legislation, and making marina grants to local government units.

Effective July 1, 2014.
