• Grants the worker's compensation board authority to issue stop work orders against employers lacking required worker's compensation insurance or satisfactory proof of self-insurance.

• Establishes a civil penalty of $1,000 per day for violations of stop work orders, with penalties deposited in the worker's compensation supplemental administrative fund.

• Provides that stop work orders served on a work site affect only that site's operations, while orders served on an employer affect all of the employer's work sites where insurance requirements are not met; effective July 1, 2014.
