Amends IC 12-14 to remove asset limits for Temporary Assistance for Needy Families (TANF) eligibility by prohibiting county offices from considering the value of any assets held by a child or the child's family when determining TANF eligibility.

Requires the Division of Family Resources to implement the expanded categorical eligibility option within the Supplemental Nutritional Assistance Program (SNAP) that does not consider asset values when determining individual SNAP eligibility.

Directs the Division of Family Resources to notify the United States Department of Agriculture of Indiana's election to participate in and implementation of SNAP expanded categorical eligibility.

Maintains existing exemptions for individual development accounts under IC 4-4-28, $5,000 in motor vehicle equity, and Holocaust victim settlement payments.

Becomes effective July 1, 2014.
