Urges the legislative council to study involuntary commitment of persons with substance use disorders, referred to as "Jennifer's Resolution"

Directs the study to consider whether the involuntary commitment statute is underutilized and whether the state should inform the public, law enforcement, and judiciary of current Indiana involuntary commitment laws

Directs the study to examine whether the state has adequate resources to provide treatment for persons with substance use disorders

Cites that the annual societal cost of substance abuse in the United States is $510.8 billion and Indiana's costs are estimated at $7.3 billion per year, with every dollar spent on treatment resulting in an average of seven dollars in savings

Requires the Secretary of the Senate to transmit a copy of the resolution to Sharon Blair
