Urges the Indiana Department of Transportation to rename U.S. 20 in Lake County in honor of late Mayor Rudolph "Rudy" Clay.

Recognizes Clay's four decades of public service including his 1972 election as Indiana's first African-American State Senator, service on Lake County Council (1978-1984), Lake County Recorder, and Mayor of Gary (2006-2011).

Acknowledges Clay's legislative achievements including advocating for prison inmate treatment, victims' compensation fund, tenants' bill of rights, making Martin Luther King Jr. a state holiday, closing the Gary city dump, and fighting discriminatory hiring practices.

Directs the Secretary of the Senate to transmit copies of the resolution to the Indiana Department of Transportation and Clay's family.

Committee on Roads and Transportation recommended passage with a vote of 8-0; adopted by Senate on February 20, 2014.
