Acknowledges the Institute's growth from an experimental program operating 1973-1976 to a permanent organization that increased enrollment from 5 to 27 students over 36 years.

Credits Marguerite Gardner, James Guerrucci, parents of handicapped individuals, and local volunteers working with Senator Anita Bowser for establishing and expanding the Institute through fundraising and advocacy.
