Legislative Council is urged to assign the topic of local communities to a statutory or interim study committee during the 2014 legislative interim.

Study committee shall review and analyze the economic downturn's impact on local communities' economic vitality.

Committee shall examine social mobility, property tax circuit breaker, schools' ability to estimate student enrollments, and schools' budget confidence as they relate to local economic vitality.

Committee shall operate under the direction of the Legislative Council and issue a final report when directed by the Council.
