Urges the Legislative Council to assign gaming as a topic to an interim study committee during the 2014 legislative interim.

Study committee shall examine competition from other states' gaming activities in Ohio, Illinois, Michigan, and Kentucky markets.

Study committee shall review Indiana gaming revenues, including reductions from competition and economic conditions, free play deductibility effectiveness, and casino tax levels.

Study committee shall analyze potential changes to Indiana gaming laws including casino expansion, live dealers at racinos, tax rates, online lottery, video lottery terminals, charity gaming expansion, expanded bar gaming, and sports betting.

Study committee shall examine innovations in gaming technology and compare other states' gaming laws regarding free play deductibility, tax rates, game types, smoking restrictions, and advance deposit wagering.
