Amends the definition of "commercial motor vehicle" to clarify weight thresholds, including gross combination weight rating or weight of at least 26,001 pounds, gross vehicle weight rating of 26,001 pounds, or vehicles designed to transport 16 or more passengers, effective upon passage.

Authorizes the bureau of motor vehicles to broaden the definition of "commercial motor vehicle" by rule to include vehicles with gross declared weight between 11,000 and 26,001 pounds.

Adds new statutory definitions for "gross combination weight," "gross combination weight rating," and "gross vehicle weight rating" to align with federal standards.

Revises the definition of "farm tractor" effective July 1, 2015, to clarify it means a self-propelled implement of agriculture used for drawing implements on farms, and excludes wagons, trailers, and other towed vehicles from the definition.

Provides an overweight exemption for vehicles transporting logs, wood chips, bark, and sawdust if weight does not exceed gross or axle weight limits by more than 10%, but exemption does not apply to interstate highways or bridge weight restrictions.
