Establishes a 5-member redistricting commission to create and recommend plans for redrawing Indiana's general assembly and congressional districts, with members appointed by legislative leaders by January 15 of a redistricting year and a chair selected by February 15.

Requires commission members to be Indiana residents and prohibits those who held elected office, served as candidates, or worked as lobbyists within 6 years of appointment; members must pledge not to seek election to the general assembly for two election cycles after their service.

Mandates the legislative services agency provide staff and administrative support; requires the commission to hold at least one public hearing in each congressional district plus Marion County by June 30, and submit recommendations to the general assembly by August 1.

Establishes redistricting standards requiring 100 house districts, 50 senate districts, and the allocated number of congressional districts, with no more than 1% population deviation, contiguous territories, and minimal political subdivision divisions.

If the Indiana Constitution does not require legislative district establishment, the commission's recommendations automatically become the official district plans; if it does require establishment, the general assembly must enact redistricting bills before October 1 and repeals the prior congressional redistricting commission law.
