Establishes the school efficiency grant fund administered by the state board to provide grants to school corporations implementing cost-reduction plans, effective July 1, 2015.

Fund consists of appropriations from the general assembly and gifts or grants, with unexpended money at fiscal year-end remaining in the fund rather than reverting to the general fund.

State board may award grants up to $500,000 per applicant based on plans that reduce administrative costs, eliminate program duplication, improve facility efficiency, reduce debt, or implement other significant cost-saving measures.

Grant applicants must submit plans developed by one or more school corporations, with the state board authorized to require cost analysis studies; grants may fund both plan implementation and cost analysis preparation.

State board shall develop approval criteria and establish terms, guidelines, and rules to administer the program and ensure school corporations comply with grant conditions.
