HB 1272 Summary

• Individuals responsible for equipment fitting and heat emergency preparedness for football programs serving youth under 20 years of age must complete a certified, sport-specific education course covering player safety content, equipment fitting, heat emergency preparedness, and proper technique, including passing a test to receive a certificate.

• Head coaches and assistant coaches of football for youth under 20 years of age must complete a certified, sport-specific coaching education course containing concussion awareness information and pass a test to receive a certificate by July 1, 2015.

• All required courses must be department-approved and completed at least once every two years, with additional instruction required if new course content is added during the certification period.

• Organizing entities must maintain files of completion certificates for all individuals and coaches meeting these requirements.

• Individuals and coaches who comply with these requirements and provide coaching services in good faith receive civil immunity from liability for concussions or head injuries, except in cases of gross negligence or willful or wanton misconduct.
